Police Chief

Chief Chavis was born and raised in Vass, North Carolina, and graduated from Union Pines High School in 2005. In 2008, Chief Chavis graduated from the Basic Law Enforcement Training program at Sandhills Community College. Chief Chavis began his law enforcement career with the Town of Aberdeen in July 2008 as a Police Officer. He was promoted to Sergeant in 2014 and Lieutenant in 2016. In 2016, Chief Chavis received his Intermediate Law Enforcement Certificate. In 2018, Chief Chavis graduated from the North Carolina Justice Academy Management Development Program Class #30. In 2019, Chief Chavis received his Advanced Law Enforcement Certificate and his Associate Degrees in Criminal Justice and General Education from Sandhills Community College. Chief Chavis was promoted to Patrol Captain in 2020 and then graduated from the North Carolina Justice Academy Leadership Institute that same year. In 2022, Chief Chavis completed the Leadership Certificate Program (400 hours) at the North Carolina Justice Academy. He also received his Bachelor of Science Degree in Criminal Justice from Liberty University and graduated from the FBI National Academy Class #284. Chief Chavis was promoted to Deputy Police Chief in 2023. While holding the position of Deputy Chief, Chief Chavis graduated from the North Carolina Justice Academy Police Chief’s Institute and became a General Instructor/Adjunct Professor at Sandhills Community College where he teaches BLET students. In January 2024, Chief Chavis was promoted to Police Chief. Most recently, Chief Chavis received the FBI-LEEDA Trilogy Award through the FBI-Law Enforcement Executive Development Association in February 2024 after attending Supervisor, Command, and Executive Leadership training.
Deputy Police Chief

Deputy Chief Dysoaneik Spellman grew up in Eastern North Carolina and graduated from Aurora High School. He started his law enforcement career at the Beaufort County Sheriff's Office in 1999, where he worked for over 14 years and achieved the rank of Captain. In 2014, Deputy Chief Spellman moved to Cumberland County and worked for Spring Lake PD for approximately nine years. In May 2024, he joined Aberdeen Police Department as Deputy Chief. Throughout Deputy Chief Spellman's twenty-five year law enforcement career, he has held several positions: Corporal, Sergeant, Lieutenant, Captain, Interim Chief, and Chief of Police. He has an NC Advanced Law Enforcement Certificate and hundreds of training and management hours. Deputy Chief Spellman has an Associate Degree in Applied Science (Criminal Justice Technology) from Beaufort Community College, Washington, NC, a Bachelor of Science Degree (Criminal Justice Administration) from Columbia Southern University, Orange Beach, AL, and is a graduate of the NC Justice Academy Management Development Program Class #30 and Police Chief's Institute through NC Association of Chiefs of Police (Session #5). Deputy Chief Spellman will attend the General Instructors School at the North Carolina Justice Academy this summer. He also plans to continue to enhance his professional development and plans to pursue his Master’s Degree in Public Administration in the fall.
Captain of Patrol

Chris Davis grew up in Montgomery County and was a graduate of East Montgomery High School. Chris was a member of the Police Explorer Program in Biscoe for a couple of years and that’s what struck his interest in Law Enforcement. He joined the NC National Guard at the age of 17 and served until 2007, and during that time he was activated for Hurricane Fran, Floyd, and Katrina. He also served in Operation Iraqi Freedom in Iraq from 2004-2005. After returning home from deployment, he went through Basic Law Enforcement Training in the summer of 2005, and started his career at Aberdeen Police Department in March of 2006. During his career at Aberdeen Police Department he has been an active member on the Special Response Team, serving since 2007, and is currently the Commander of the Special Response Team. Chris has worked in the Patrol Division his entire career, holding the rank of Sergeant for over 11 years, Lieutenant for over 3 years, and as of March of 2023 he has been the Captain over the Patrol Division. Chris has his Advanced Law Enforcement Certificate, Leadership Institute Certificate, and he is a General Instructor through the NC Justice Academy. Chris hopes to retire from the Aberdeen Police Department and the Town of Aberdeen.
Operations Captain

Shannon Darling grew up moving across the country, but her family eventually put down roots in Cincinnati, Ohio, where she graduated from Lakota East High School in 2003. She briefly studied at Northern Kentucky University, before moving to Phoenix, Arizona, to attend Arizona State University. Shannon obtained her Bachelor’s Degree in Criminal Justice and Criminology, where she graduated with Summa Cum Laude honors. Shannon later moved to Kansas City, Kansas, where she began her law enforcement career as a patrol officer with the Lenexa Police Department in January 2014. She moved to North Carolina and attended Basic Law Enforcement Training in August 2016, where she graduated with the Academic Achievement Award; she was then hired as a patrol officer by the Aberdeen Police Department in February 2017. Shannon was promoted to Detective in February 2019, and she obtained her Criminal Investigations Certificate Program through the North Carolina Justice Academy in 2021. She was promoted to Lieutenant in November 2021, and she attended the Law Enforcement Executive Program through North Carolina State University in 2022. Shannon was promoted to Investigations Captain in March 2023, and she obtained her General Instructor Certification through the North Carolina Justice Academy in June 2023. Shannon is a Certified Instructor with Sandhills Community College and teaches courses to emerging Basic Law Enforcement Training cadets. She also received her Advanced Law Enforcement Certificate through the North Carolina Justice Academy in January 2024. Most recently, Shannon received the FBI-LEEDA Trilogy Award through the FBI-Law Enforcement Executive Development Association in February 2024, after attending Supervisor, Command, and Executive Leadership training. Shannon has been a member of the North Carolina Internet Crimes Against Children Taskforce since 2019, and is an active member of the Moore County Human Trafficking Taskforce and Domestic Violence & Sexual Assault Taskforce. Shannon plans to continue to enhance her education and grow her career with the Aberdeen Police Department.
