Administration

Paul Sabiston was appointed as the Town of Aberdeen Manager on January 3, 2017.  Paul attended Wake Forest University, where he played varsity soccer, and law school at Mercer University, where he served on the Law Review. Following law school, Paul practiced law in metro Atlanta for approximately 12 years. During that time he also had the opportunity to serve as an elected official for the city council in Marietta, Georgia, for eight years. He accepted his first full-time job in local government in 2001 with the City of Mexico Beach, FL. Following that experience he has worked for several North Carolina towns, including Shallotte, Roanoke Rapids, and Smithfield. He also served a brief tenure for the City of Boiling Springs Lakes, NC, as an interim manager. 

 

Paul enjoys many outdoor sports, including golf and cycling, and has coached youth soccer for many years. Paul is joined by his wife, Kelli, who is a school teacher, and two children, Natalie and Eric.


DUTIES OF TOWN MANAGER

North Carolina General Statute 160A-147:  Appointment of City Manager.

In cities whose charters provide for the council-manager form of government, the council shall appoint a city manager to serve at its pleasure.  The manager shall be appointed solely on the basis of his executive and administrative qualifications.  The manager shall be the chief administrator of the city.  He shall be responsible to the council for administering all municipal affairs placed in his charge by them, and shall have the following powers and duties:

1.  He shall appoint and suspend or remove all city officers and employees not  
     elected by the people.
2.  He shall direct and supervise the administration of all departments, offices, and
     agencies of the city.
3.  He shall attend all meetings of the council and recommend any measures that he
     deeds expedient.
4.  He shall see that all laws of the State, the city charter, and the ordinances,
     resolutions, and regulations of the council are faithfully executed within the city.
5.  He shall prepare and submit the annual budget and capital program to the
     council.
6.  He shall annually submit to the council and make available to the public a
     complete report on the finances and administrative activities of the city as of the
     end of the fiscal year.
7.  He shall make any other reports that the council may require concerning the  
     operations of city departments, offices, and agencies.
8.  He shall perform any other duties that may be required or authorized by the
     council.
