Bill Zell was appointed as the Aberdeen Town Manager on March 3, 2003.  Prior to coming to Aberdeen, Bill spent approximately 12 years with Davidson County in Lexington, North Carolina working in several department head level positions.  He started his public service career as Davidson County's first Purchasing Agent in 1990 and was the Human Resource Director when he left in 2002.

Bill graduated from Olivet Nazarene University in Kankakee, IL in 1974, where he earned a Bachelor of Arts degree in Physical Education.  In 2000, Bill earned his Masters of Public Affairs degree from UNC-Greensboro.

Bill is a native of Miami, Florida.  He and his wife Pam (a native of Detroit, Michigan) have three children (all boys) Justin, Jordan, and Evan.

North Carolina General Statute 160A-147:  Appointment of City Manager.

In cities whose charters provide for the council-manager form of government, the council shall appoint a city manager to serve at its pleasure.  The manager shall be appointed solely on the basis of his executive and administrative qualifications.  The manager shall be the chief administrator of the city.  He shall be responsible to the council for administering all municipal affairs placed in his charge by them, and shall have the following powers and duties:

1.  He shall appoint and suspend or remove all city officers and employees not elected by the
     people.
2.  He shall direct and supervise the administration of all departments, offices, and agencies    
     of the city.
3.  He shall attend all meetings of the council and recommend any measures that he deeds
     expedient.
4.  He shall see that all laws of the State, the city charter, and the ordinances, resolutions, and
     regulations of the council are faithfully executed within the city.
5.  He shall prepare and submit the annual budget and capital program to the council.
6.  He shall annually submit to the council and make available to the public a complete report
     on the finances and administrative activities of the city as of the end of the fiscal year.
7.  He shall make any other reports that the council may require concerning the operations of
     city departments, offices, and agencies.
8.  He shall perform any other duties that may be required or authorized by the council.
