OCTOBER 3, 2005
CONTINUED WORK SESSION
The Aberdeen Board of Commissioners met Tuesday, October 3, 2005 at 5:30 p.m. for a continued Work Session. Members present were Mayor Elizabeth Mofield and Commissioners Pat Ann McMurray, Robbie Farrell, Arthur Parker, Donna Shannon and Terry Marquez. Others in attendance were Town Manager Bill Zell, Planning Director Giles Hopkins, Deputy Planner Heather Brown and Town Clerk, Nancy Matthews.
Due to the Mayor being late in attendance, Mayor Pro-tem Farrell reconvened the Work Session. He then opened the Work Session to consider Application for Rezoning RZ#05-06 as submitted by Mr. Bill Seymour to rezone property located to the west and north of Aberdeen Commons from HC Highway Commercial District and R-20 Residential District to GC General Commercial District.
The Board discussed at length their concerns of the residential property located on Johnson Street abutting the proposed property requested to be rezoned. There were also concerns pertaining to the signs at the entrance off Johnson Street.
A motion was then made by Commissioner Parker, seconded by Commissioner Marquez, that the Official Zoning Map be changed to reflect the GC General Commercial Zoning District as shown in the text of and on the map attached to Amendment RZ#05-06. The motion was unanimously carried.
Manager Zell distributed to the Board a letter he received from Bill Lester, Engineer with Hobbs, Upchurch and Associates, pertaining to the water runoff and drainage concerns pertaining to the proposed Longwood Townhouses to be developed by Royal/Longstreet, LLC to be located on Saunders Boulevard. The Board will review this item further before making a decision on whether or not to require curb and gutter to this proposed development.
The Board then discussed the gift of a locomotive by ACW to be located at the Depot. Manager Zell informed the Board that the locomotive will be painted and will be placed behind the Depot.
Mayor Mofield had concerns as to what purpose ACW’s use of the existing track. She stated if train cars will be stationed on this track indefinitely, then no one will every see the caboose or the locomotive. Manager Zell was instructed to contact ACE to see if this track will be used consistently before the Town makes a decision.
Mayor Mofield requested that all areas within Aberdeen be planted with winter rye.
With no further items for review or discussion, a motion was made by Commissioner Parker, seconded by Commissioner Farrell, to adjourn the Work Session. Motion unanimously carried.
