SPECIAL CALLED MEETING

SEPTEMBER 6, 2005

 

 

The Aberdeen Board of Commissioners met Tuesday, September 6, 2005 at 7:00 p.m. for a Special Called Meeting.  The purpose of the Called Meeting was to gather public comments regarding the preparation and submission of Application for an Infrastructure Grant through the Division of Community Assistance for the proposed Midway Sewer Project.

 

Members present were Mayor Elizabeth Mofield and Commissioners Pat Ann McMurray, J Arthur Parker, Robbie Farrell, Donna Shannon and Terry Marquez.  Others in attendance were Town Manager Bill Zell, Town Clerk Nancy Matthews, Matthew Moriarity, Reporter for the Pilot and Jim Desart, Reporter for the Moore County Independent Newspaper.  There were approximately twenty citizens from the Midway Community who were also in attendance.

 

Mayor Mofield opened the Public Hearing on the submission of Application for an Infrastructure Grant through the Division of Community Assistance for the proposed Midway Sewer Project. 

 

Manager Zell stated the purpose of the Public Hearing was to inform the citizens of the infrastructure grant process.  He stated this particular application is for a $750,000 grant for sewer for the Midway Community.  He stated that Hobbs, Upchurch & Associates have been working to compile the necessary information and getting the preliminary engineering reports and cost estimates.  He also stated this is going to be a very competitive grant as other towns in the county are also applying for this grant.  He stated this grant would supply sewer to thirty-one homes in the Midway Community.

 

Mr. Maurice Holland of the Midway Community, briefly spoke thanking the Board for their effort in this project.  He then read a letter to the Board from the Midway Community Association, Inc. stating their support to the Town and also community support in Aberdeen making a strong case before the state legislature for annexation of the Midway Community through a legislation bill.  (See attached letter.)

 

Mr. James McDougall, 495 Midway Rd., briefly spoke asking what would be the next step if the grant is denied.

 

Manager Zell stated if possible, the Town would go to the legislature and try to get some financial assistance.

 

Mr. Albert Thomas of the Midway Community asked how positive is it in securing this grant.

 

Manager Zell informed Mr. Thomas that the Town has a good chance in acquiring this grant.  He also stated the decision will be decided from the Division of Community Assistance as to the overall concentration needs of the particular community.

 

With no further comment from the public of Board, Mayor Mofield declared the Public Hearing on the Application for submission of a Sewer System Improvements Grant through the Division of Community Assistance for the Midway Community closed.

 

A motion was then made by Commissioner Marquez, seconded by Commissioner Shannon, to go into Closed Session to discuss pending litigation pertaining to Albemarle Oil Company and the Town of Aberdeen.  Motion unanimously carried.

 

The Board returned from Closed Session to Regular Session.  With no action taken, a motion was made by Commissioner Farrell, seconded by Commissioner Marquez, to adjourn the meeting.  Motion unanimously carried.
