SPECIAL CALLED MEETING

JULY 11, 2005

7:00 P.M.

 

The Aberdeen Board of Commissioners met Monday, July 11, 2005 at 7:00 p.m. for a Special Called Meeting for the purpose of selecting an architectural for the Lake Park Master Plan Landscape Design and Lake Building.  Members present were Mayor Elizabeth Mofield and Commissioners Pat Ann McMurray, Donna Shannon, Arthur Parker, Robbie Farrell and Terry Marquez.  Others in attendance were Town Manager Bill Zell, Parks & Recreation Director Leigh Baggs, Town Clerk Nancy Matthews and Matthew Moriarity, Reporter for the Pilot.  Davis Clark, Vice Chairman of the Parks & Recreation Advisory Committee, was also in attendance.

 

Mayor Mofield called the meeting to order.  She stated the Board needed to make a decision as to the architectural firm to design the Master Plan and building for the Aberdeen Lake Park.

 

Manager Zell gave a brief update on the last two meetings, stating nine firms were sent bid material.  He stated five replies were received with the presentations made on June 23rd.  He stated the Board was given one week to review the presentation material.  He then stated that four members of the Parks & Recreation Advisory Committee met for a Special Called Meeting on Thursday, June 30th to consider a recommendation to the Town Board.  He stated the Town Board did not have a quorum and did not meet, but the Advisory Committee had a quorum and went ahead and met.  He stated their recommendation to the Town Board was to select Oakley Associates and Susan Hatchell as the project team for the Master Plan Design and proposed building for the Aberdeen Lake Park.

 

Davis Clark, Vice Chairman of the P & R Advisory Committee, stated the Committee recommends to the Town Board to award the contract to the Rocky Mount firm of Oakley Associates and Susan Hatchell because they seemed to be the most enthusiastic about the park’s possibilities.  He stated the Committee felt this firm had the most energy and enthusiasm for the project.

 

Commissioner Parker stated he would not vote for any of the firms without some idea of how much their schedule and charges were going to be.

 

After further discussion, Leigh Baggs was instructed to contact each firm to give a cost between $5,000 and $50,000 for the design services.  This information is to be distributed to the Board for review at the next meeting.

 

Mayor Mofield then stated there would be a Special Called Meeting on Friday, July 15, 2005 at 8:30 a.m.  for the purpose of the Town Board and the Planning Board to take a field trip to visit sites that have been constructed in the Chapel Hill area by Land Design, developers for the proposed Legacy Golf Links and prior to leaving, the Town Board make a decision on the architectural firm for the Master Plan Design and proposed building for the Aberdeen Lake Park.

 

A motion was then made by Commissioner Parker, seconded by Commissioner Farrell, to adjourn the meeting until Friday, July 15th at 8:30 a.m.  Motion unanimously carried.
